Competence and AI literacy ensure people can responsibly use, govern, review, and improve AI-enabled services.

Why It Matters

Human governance cannot drive AI governance if the humans involved lack the competence to understand, supervise, challenge, or improve AI-enabled services. AI literacy is therefore an HRSM input to AISM and a precondition for meaningful human oversight.

A Management Advisor should recommend training when AI services are introduced or changed, when oversight roles are assigned, when incidents recur, when audit findings cite competence gaps, or when users lack evidence of role-specific AI literacy.
